Please Thank The Topic if It Helped!
First go to Photoshop and set your settings like this:
Make sure its transparent or it wont work.
After you do that it should look really small, Press Ctrl + 0. That will zoom
in for you. It should look like this:
Once you have that step done go to your pencil to and put your desired color.
Set the pencil to size 1. It should be a square. Then click the top right corner,
it should look like this:
After you do that keep making squares so that it looks like this:
After you are done making the squares, go to Edit, then Define Pattern.
It should look like this when you go there:

After your done naming it your done.
To use this pattern make new project, then put the resolution back to whatever
you had it at, mine is at 72. then set your dimensions to what you want. After that
fill your screen with your desired color, Should look like this:
After you have filled your background with your color, double click on it, then press
ok to unlock it, it should turn into a layer called 0. Once it does that click on it
again to open up options, should look like this:
Once you have done that, check the box by pattern overlay, then click on pattern overlay and this should pop out:
Once you have that menu up, click that little arrow going down by the pattern and yours should pop out that you previously made:
You can adjust the settings how you want it took look, the finished product looks like this, or similar if you adjusted the settings:
